Should you always aim to employ junior staff and then train them?

I know some hospitals are teaching hospitals and employing low star staff is essential to progress on the level but …

If you’re on a hospital that isn’t a teaching hospital and you’re just in a rush to get that 1 star to unlock other hospitals, would you recommending employing the more senior staff? Or is it always best to start small because of finances and increasing staff morale through training etc.?

I’ve only recently been introduced to this game - I loved theme hospital as a teen so I am overjoyed to have this game in my life. 😆
