Does reporting a Twitter account as hacked not actually do anything?

So there's this YouTuber that I watch that got his Twitter account hacked a couple of months ago and it has now gotten to the point where he still doesn't have his account back but the Twitter handle has been changed, all of his tweets are long since gone and it's not even the person who initially hacked it in control. What I'm wondering is does reporting an account as appearing to be hacked actually do anything as I've made dozens of reports that it appears to be hacked and I'm pretty sure a lot of his other 17 million subscribers have done the same yet nothing has changed.
