Twitter Locked, Phone Verification not Working

So I opened my Twitter on Wed to see that my account had been locked because of “suspicious behavior” It said all I had to do was enter my phone number and I would be called a code that unlock my account. Please note, it will not allow me to text a code, only voice call. I have entered my phone number countless times since Wed and have never received the call. Also after a certain number of times it will say it can’t accept my number and to “try again later.” I have submitted a ticket to Twitter but have not received a response. Is there I’m missing?
