Will getting a Capture card help me with this issue?

I’m in the process of starting to stream/make YouTube videos and I’ve been seeing what I can do with my PS4 alone, and share play, but I’ve noticed when I upload VIA share play my videos cap out at 720p, Will a capture card enable recordings and postings at 1080p? I already have my video output settings to 1080 on my PS4 and HD enabled on my video.
Also with a capture card once the gameplay is recorded it saves on to your PC correct?
