is my laptop too weak to stream from an elgato hd60 on obs, or would i need to edit some settings

So i just recently bought an elgato hd 60 and i did a few test streams off obs studio and the results were less than spectacular. I tired to stream from the game capture hd and i got low bandwith. (my upload is 1.95 mbs) and when i tired to do it on obs it dropped like 4k frames Here are my laptop specs:

Processor AMD A10-5745M APU with Radeon(tm) HD Graphics

Video Card AMD Radeon(TM) HD 8610G

Video Card #2 AMD Radeon (TM) R7 M260

RAM 8.0 GB

Operating System Microsoft Windows 8.1 (build 9600), 64-bit
