Is Twitch starting to allowing higher than 3,500 kbps upload?

I was doing a test stream this morning and noticed that my stream quality was "Acceptable" and the current max kbps is 4,470 kbps. I was also in another stream last night and they were streaming at "Acceptable" and the max was 5,828 kbps. Has anyone seen else seen this?
