Streams lagging all the time on every quality

This is getting so F'in annoying , Recently i moved from Jordan to Dubai and then it all started , despite having a better connection i can't watch any stream on any quality to save my own life , i have 10 mbps download and 2 mbps upload so am confident it should easily play HIGH , used to have 4 mbps back then and it worked fine... I can watch video on every site 1080p but i cant watch low without lagging on twitch..
