I'm not sure how long this has been the case, but livestreamer will let you take in just the audio from a stream. The audio seems to clear even when streams are buffering more than they're playing, so if you mute the browser stream and minimize VLC you can at least have clear audio. I should mention that livestreamer may well fix your video as well, so give it a shot.
