I say YES! Absolutely! I have just started to get involved in this subreddit, and want to support others, not just myself. However, I see tons of introductions or even random posts that I say: "Oh I'll go check out their channel" only to find there are no VODs or way to find out what their stream is really like.
Even if you are a small stream, past broadcasts (or highlights if you're that ambitious), give you access to those who stumble upon your channel during offline hours. If you are active/posting on sites like reddit, twitter or game forums, people will likely see posts at random times throughout the day, not just when you stream. Simply turning on past broadcasts can allow people to scan through and see what you're like and if they want to tune in next time.
Here's how you do it! After logging into your twitch account, go to Settings -> Channel & Videos
The third item on the list allows you to enable broadcasts. Check it! http://imgur.com/4pGYeYF
NOTE: Your broadcasts are only saved for 14 days (60 days for you turbo and partnered users). You can however either delete (if something horrible happens you want to forget forever) or export them in your video manager during this period.
Here is some more info on the current system of VODs on Twitch: http://blog.twitch.tv/2014/08/update-changes-to-vods-on-twitch/
