Can I create a custom poll overlay even if I don't have Affiliate status?

I am not a Twitch Afilliate yet (30 followers), but user engagement is crucial for my content niche. Is it possible to create my own custom poll overlay? If I had the question and answers displayed in an overlay, and have users use chat to vote, I can capture their text in chat and then update the overlay in theory. Is this possible in practice?
