Why would someone have 200k followers but 30 viewers?

I raided someone who had 30 viewers without checking their channel page first. When the raid arrived I saw their follow count was 200k. They were perfectly nice to me and welcomed the raid. But I felt a bit weird as if I had been clout chasing inadvertently. Their stream had been going for more than an hour so it wasn’t as if they just started stream.
My question is, is it normal to have those numbers? Did they buy their account? What might cause this?
