moving gif/picture

so i have seen alot of youtubers and twitch streamers that use asome sort of gif/picture as a webcam which is set up to move its mouth when voice input comes and has like a hand on a keyboard and mouse with also moves with those types of input.
i would really like to get that going is that something thats set up by myself or would i need to buy it from a graphic designer?
