I'm working on a draft Charter for the League, what do you think should be on it?

Also, please keep in mind that Im trying to keep this to the basics- it's best to set out the framework and let procedures evolve on their own to fit the times.

Here's what Im thinking so far. Keep in mind this list is far from complete.

-A segment stating that when in another nation of the League, citizens of one nation in the League shall have the same rights and immunities as a citizen of that nation, but that this shall be pursuant to any restrictions the nation they are traveling in shall see fit to put in place. (Ex. They don't get to vote.) (I'm open to alternate phrasings of this- I think mine really sucks XD)

-Setting up a council with an elected rep from each member, to manage the alliance.

-Setting up procedures for getting membership in the Alliance, using that council to take a vote on it.

-Anything else you guys think is necessary.
