When you're playing in the offlane, when is it best to cut the lane?

I usually play with 5 stacks so communication is less of an issue. I usually play pos 4 and my teammate (pos 3) usually plays an offlaner that has the potential to cut lane easily (tide, centaur, Axe, LC etc.). When is it a good idea to cut lane at perhaps near their T2? Sometimes the enemy team would have a safe lane pos 5 viper and pos 1 ursa for example (or some other combination that just dumpsters our lane). What are some good techniques to make the best out of an absolute shit lane?
