When should I draft/pick Elder Titan?

In a real ranked match or captains mode game, when should I consider picking Elder Titan as a pos 4 OR as an offlaner? Can you tell me some insight for both positions? I just started learning the hero and playing him in unranked games. I've already started to learn some tips and tricks for him but don't know when to pick him. He's usually the second or third pick on our team so I can't really wait for the enemy team to pick Morph or any other stat-based carry and then pick ET.
