Why aren't totalitarian regimes dominant in sports?

It seems like at every level from high school to the pros athletes diminish their talent by quitting the sport, not practicing as much as they should, living the celebrity lifestyle, doing drugs and going to jail. They also make decisions based on finances, I've heard arguments that heavyweight boxing is on the decline because people with the physique for it go into football instead. Not to mention they often play selfishly when they are on the court.

China or some other place where they can just lock kids in and run them for 16 hours a day should have all the gold medals, right?
