My company has a F-350 registered for a combination of 40,000 lbs and has dot numbers on it. When the truck is empty it weighs 8600lbs. Can a non cdl driver use this vehicle empty or to pull trailers under 8000 lbs.

I feel like if it's registered at that weight it is now a cmv. We had a F-650 that weighed 12,000 and only the guys with cdl licenses could drive it. We switched to getting some F-350's and registered them so they could pull 30k lb goosenecks but my company is using those same trucks to have other guys pull smaller trailers also. Feels like a gray area since it's an F-350 but not certain.
