Are there minimum driving requirements for BTW that you have to have to get your ELDT?

Everything I can find on the FMCSA website says there's no minimum hour requirement for behind the wheel training and that it's up to the instructor to determine when the student is ready. We're sending one of our employees to a school and they're claiming they have to do 40 hours to be able to legally pass them. Is there something I'm missing on the FMCSA website? We're in Utah and I can't find a local law that would dictate a 40 hour minimum either.
