Too good to be true?

Been searching for my first bike and I found a 2005 triumph speedmaster not far from me. I fell in love with it. 25,000 miles, asking 2200 got him down to 1800. He doesn’t have a title but he does have current registration and bill of sale. Is this deal too good to be true? I don’t know anything about bikes so I have no idea what this would be valued at. I’m assuming I’d be getting a good deal as long as all is well with the bike? What do you guys think? Should I pull the trigger? I really really do not want to pass this bike up I just want to make sure I’m not getting scammed or anything
