How big do seedlings need to be before micrografting

Keen to do a few micrografts to pereskiopsis soon, but my seedlings are still quite small ( no true spines ). How large do they need to be before grafting?
As an aside, I did the takeaway take mostly with inorganics and I don't a great growth rate. Should bI be supplementing with a fertilizer?
