My wife is an an American citizen looking to renew her passport by mail. To do so we need a money order in US Funds drawn from a US Institution, and the money order must include a 9 digit routing number, anything else will be rejected.
After making some calls it seems like any bank in Canada would count as a US institution, however when we went to Scotiabank (our bank) they only offer Drafts and not money orders. From what we've looked into they seem to be functionally the same as a Money Order, however Scotiabank required we provide the full address of the US Department of State. We called the passport people and they advised to use the address which we're submitting the renewal to. Unfortunately this address is a PO Box and Scotiabank can't put a PO Box as the address. We went over to TD Bank and they do offer drafts that don't require an address, however there isn't a 9 digit routing number on it (closest there is is an 8 digit number). We tried Western Union and they only seem to do money orders in Canadian funds.
We're at a bit of a loss because nowhere seems to offer what we need, but she can't be the only person who's ever been in this situation. Anyone have experience with these sort of money orders or this kind of process?
