Building railroads and road ON ground

Hey!

Iā€™m having trouble building roads and railroads efficiently. If I try to cover long distance the roads tends to go underground (even if I chose the little option with the arrow) and the cost are really high. Even if I do it small part by small part, as soon as I encounter an elevation, the path still goes into the ground instead of going naturally over it.

Is there something Iā€™m doing wrong?
