Does Captain Wheeljack let you draw more than one extra card per turn?

So hypothetically I play a combo of Brainstorm > Sonic Scrambler > Sonic Scrambler > Sonic Scrambler > Brainstorm > 2 other random actions. Would I only draw once with Wheeljack's ability, or would I draw once for each third action played in the turn?
Also when would I draw in this combo? After the third card (i.e. after the 2nd Sonic Scrambler), or after all actions in the combo have been played and effects resolved?
