I am confused about the final fight. Hell Joe with the baby administrator inside him controls the shinshu in that area. Because of this none of the characters could use shinshu except baam cause he's irregular and they can bypass administrator contracts. My question is why urek couldn't use shinshu despite being irregular ? He had to depend on his physical power.
