Floor of test is confusing.

I am a new reader at chapter 60. I am confused about the purpose of floor of tests. They keep on repeating it is to kill dangerous elements before they become strong. However no one is killing baam despite him being irregular. Why this convoluted test when they can just kill him since he us weak right now ?
