Aida Time/Clock broken.

I've been trying to do the Firework mission. The fireworks are supposed to go off at 22:00, however the Aida clock is broken. According to sources online, 40 minutes in real world is supposed to equate to 24 hours in game. However, it's actually moving in real time. I timed it.

I read online that changing channels fixes the clock, it doesn't. My wife and I hopped channels ever 30 minutes (you can only change channels once every 30 minutes) for three hours.

Is this a bug?

Correction: I've sat and watched the timer stay on the same minute for over 5 minutes....
