Fortify vs. Formed Combat

Which do you think is better? It feels like every time I use Fortify vs anyone using Formed Combat I get mowed down by my opponent, with or without it being a Germanicus with vengeance up. Not to mention Fortify does absolutely nothing against Falxmen.

When I'm in a Germ vs Germ fight and I see them pop formed combat, I know I have won it.

Because it spreads out your front line so much that you can pretty much only have 10 models attacking at the same time.
Your damage output goes down massively and the formation gives space for the enemy to gang up on your front line troops 2v1. Meanwhile your second, third, fourth etc row are doing nothing but watch. In general, I only ever use it when I only have 1 line of troops left
