Is it normal to waste water?

So I’ve recently moved in with some new people (pre-corona-time) and one of the habitants behaviour has caught my attention. I’ve only mentioned it in passing because frankly “I am too afraid to ask.”

So when in the kitchen he will turn on the tap just in case he needs it for the sake of convenience and not having to turn the tap on and off, means it’s just better to have a constant running supply of water.

With a third of the global population without clean water, throwing it away like piss just to me seems gross. As I said, I mentioned it briefly and it was excused with the fact that it’s on fixed payment so it doesn’t cost anything. And no one else mentioning anything makes me believe I’m the deluded one who isn’t normal.

If a couple hours worth goes down the drain I can’t help but think how many people that could hydrate. I get that it’s not going where we would all like but it’s the principle (same goes for good, I very rarely throw food away for the same reason - it didn’t sit right with me throwing away something that would be an essential for someone else).

Am I exaggerating?
