Why are some cities more formal in their attire than others?

I have traveled to many cities, ranging three continents, Europe, North America and South America, by which I saw many men and women dressed differently, some more casual and others more formal, both in cold and warm cities.

Venice, of course, isn't really a city in love with heels and neither is Lisbon or Athens for that matter, but we see them often in Paris, London, Los Angeles, Nice, etc...

But in many cities, the inhabitants wear shorts, even when they are at market and entertainment venues. Which is quite interesting because 60 years ago or so, shorts were really only common among children. I was surprised to see how in Rio de Janeiro, everybody wears shorts but that in earlier times, folks wore trousers. And among the Americans and Mexicans too, one can find them dining at restaurants with shorts whereas in their past, trousers were more common.
