If the anonymous calls are becoming bothersome, you could alternatively register your number on the national Do Not Call list, if you're in the US or the equivalent in other countries, which should help reduce the amount of telemarketing calls you receive. Also, some telcos offer advanced call screening services; you might want to enquire about those. They can sometimes flag or automatically block calls that are likely to be spammy or fraudulent without requiring any legal action—which can be both costly and time-consuming, with no guaranteed results. Remember, though, persistence from a caller like you've described may indicate an attempt to confirm the number is active, so the best course might be to consistently not engage.
