Does "If you have nothing good to say don't say it". still apply when you're in your own home?

I don't really know where else to ask this.
My father saw a man wearing what looked like lipstick on TV and he called him a rude term for a gay person.
I told him that what he said was rude and that if he didn't have anything nice to say don't say it.
My mother told me that what I said was true but it doesn't apply when you're in your own house.
I don't understand that as I've always been told that if you don't have anything nice to say you shouoldn't say it.
Can someone please tell me who's right?
