Is the pre registration a queue?

So on the 11th when people pre-register then do they send out timed invites according to who pre-registered first to get a chance at buying the tickets? They should do it that way. Always the earliest people each round should get the first chance at dibs for the tickets. So buying the tickets doesn't become a cluster fuck experience. Like how the festival is becoming.
