Who "owns" hrakhamar / wyrmheart mines?

My players are entering wyrmheart mine. Let's say they clear it out, and want to put it into service, using dragon hoard money to get it up and running again, as a source of passive income. Could they claim ownership? is there some previous existing "deed" of ownership that might prevent this?
