may kaibigan ako from a stem college (di ko na sasabihin yung specific, basta stem) na may inc from prelims, and hindi nya agad na-follow up yon sa prof nya due to a death of family member. occupied sya buong january eh. and now na gusto nya nang mag transfer to a state univ kasi hindi na kaya suportahan yung studies nya sa ust, kinakabahan sya kasi baka hindi sya payagan dahil don.

possible pa ba na mapaclear yung inc ngayon kahit na magfifinals na ng 2nd sem? if yes, anong procedure ang gagawin nya?
