How to tell if a sound is copyrighted before adding it to your video?

I realized pretty quickly that all the Recommended sounds appeared to flag me for copyright, but even switching to the supposed "Commercial Sounds" it's a total mixed bag! Is there no way to tell if a sound can be used without adding it to your video and letting it be scanned? I'd like to browse just the music that can be used and I'm honestly confused at how anyone is expected to avoid their videos being muted when it's this tedious to check. I don't understand what the Commercial Sounds list is for if not this!
