Option to add captions to the videos I make simply not there?

So I started an account to promote the app I made and for some reason there is no option to add captions to the videos. Weirdly, on my personal account, the option is there so it’s not like a region locked thing or app update thing like is all I see online about the problem. There seems to be no options in the settings menu to let me add captions to my videos.
