Officer Pos. Suggestion: Foreign Affaire Officer

So yesterday I was told (actually today at 3 A.M) to make a thread to present this suggestion. Well let's go:
The Foreign Affaire Officer is obviously the person who represents the city Tigerstaden. He would do the following things:
- negotiate with the KFC to free our players(??)
- tries to make allies and set up treaties ( for example military or economic) (obviously after a discussion with the parliament)
- tries to set up embassies in the cities we are allied with
- can suggest Goodwill missions
