The upcoming double xp/skill event.

I'm a new old player (before even purchases to change gender and names). I am wondering if I will gain double skills using a exercise weapon. The event is described as follows "XP/Skill Event! Killing monsters yields more experience and skill points " I added the bolding. Thats the part that is confusing me will i only gain double skills while hunting or will I get double while offline training and using training weapons aswell.
