Why is Thresh’s winrate so bad?

Wanted to play Thresh but checking his WR on u.gg and it says he is around 47% winrate? I’m still going to play him but how is the WR so bad? I understand that he’s a hard champ but is his winrate weighed down by newer players? His winrate still stays around 46% even in higher elos, what makes him so much worse than others?
