Just bought on steam and can't get dedicated GPU to run on external monitor

As the title suggests, I just bought this game after a few months of eyeing it! However, I am having the issue of using only the integrated GPU when on my external monitor and was hoping someone here could help me out, so I can play the game! It works running on laptop display but doesn't use my dedicated GPU on my monitor. Monitor is Dell P2417H: nothing fancy but works well enough for other games. Not sure why it/my laptop is giving me trouble now.

I have a Razer Blade 15 laptop from 2018 w/ 1060Max Q card so should run without a problem on it. I am using a Targus display link base that I have used for a while which doesn't seem to the issue. It works fine with other games like Age of Empires 2 DE or Rainbow Six Siege. I have tried plugging it into HDMI port of laptop directly with same result of intel HD graphics utilization going to 100% and none from Nvidia card. I tried adding the .exe's under graphics settings to high performance with my 1060. I have also gone into Nvidia control panel and set to high performance mode as well as program settings to put the .exe for "They Are Billions" as high performance NVIDIA processor.

Any help would be wonderful! I can answer other question about computer/setup if helpful for anyone!
