Informing congress on Oct 28th was not 3 days before the election. Republican congressman Jason Chaffetz already had that news and was going to announce it in Congress (as "Comey is part of the deep state covering for Clinton by not announcing this")
Trumpland (FBI office in NY) was sitting on their asses - the work got transferred to competent agents and the email work was completed days before the election.
