Tall, lanky and creepy German guy with giant scissors. For those unfamiliar, he's from an anthology of German fairytales that are all cautionary tales. The one featuring The Tailor is arguably the most notable and well-known, The Story of Little Suck-a-Thumb. In it, a young boy cannot break the habit of sucking his thumb. It ends with The Tailor leaping into the room and cutting the boy's thumbs off with his giant scissors.

I imagine him having a sadistic but jovial, over-zealous personality. Of course having a strong German accent as well, and maybe having a creepy high pitch laugh (similar to Alfred Ashford from Resident Evil: Code Veronica). I'd want him to be freakishly tall too, towering over most, but skinny... I'm excited about TWAU2, just coming up with story ideas in my head. No worries if y'all hate the suggestion XD
