Lofted Living Room Tutorial?

Not sure if I'm using the right words here. I'm trying to build one of the houses I hungout in as a kid.

I remember the main living area was downstairs with a fireplace and some chairs, kinda like a sitting room. And then on the second floor - not directly above the main living area, but across from it - was a TV room the kids hungout in.

I guess you'd call it a loft? There was a railing around part of the second floor where you could see up into the living room from the bottom floor, and there was also stair access around the corner. I attached a picture of the closest approximation I could find.

Does anybody know how I could go about building this? I've been looking for tutorials, but can't seem to find exactly what I want. I'm a beginner builder, so not sure how to figure it out myself yet. If you have any tips or tutorials to pass along, I'd appreciate it!
