A commercial solution to the TM problem

With the introduction of so many pokemon with multiple fast or charge moves, people are struggling to get enough TMs to select moves even with a full raid schedule. Its especially problematic for those who pvp.

But most solutions proposed would have drastically reduced the number of TMs required and hence the money that Niantic rakes in from raid passes. We need to balance the two objectives.

My solution is to add an option of using a single TM to get a random move or multiple TMs to guarantee a particular move. This would curb the unfairness of spending 18 passes for a single move without drastically decreasing the TMs needed.

Not sure whats a balanced number. Maybe 2 TMs if there's 3 or 4 charge moves in the pool, 3 if more than that, and 6 for Mew.
