Bulbasaur changed to a common spawn in my town?

Previously there was a bulbasaur nest in a golf course at my town and he'd only spawn very rarely outside of the nest, maybe like 10 a day, now it seems to be spawning 10 an hour with like 4-5 usually up across my town, So does this mean the actual biomes have changed? Or just the % chance of particular pokemon spawning from particular biomes changed?
Edit: the bulbasaur nest in the golf course got changed to paras
