Noticed a Lure spawning rare Pokemon (Lapris). Is this a new thing?

Noticed a Lapris spawn at a Lure the other night while I was Pokemon hunting at my local park, and noticed that a Lapris had spawned at a Lure location. I've been consistently walking around this local park (usually with a few Lures active every night) for weeks, and I've never noticed this phenomenon before. Has this always been the case, or is this a new thing??
