What is most important Moveset/Ind.Vals/Level/Type?

I understand how each of these things work independently, but I get a bit confused when I am trying to decide what to evolve and what to fight/defend with.

I’ve read that in terms of importance Moveset>IV>Level. But I’m still a bit confused on how to compare if they are not too similar. Say a moveset is 3% lower, but the mon has better IVs is this the better mon to upgrade? Or say I have a perfect moveset but 30% IVs, should I even be bothering leveling it up?

What is your general guideline to decide which mon to upgrade & evolve/keep for trading/transfer for that sweet sweet candy?
