Should I update? 0.29.3 to 0.31.0

Sorry if this has been explained, but I can't seem to find a definite answer and I have read mixed opinions about the 0.31.0 update. ( I am on Android)

I was told that they are no longer giving Nice - Good - Excellent XP bonus. Then I was told its only that you can't get it if you throw a curve ball. Then I was told that no, its all fine, you still get everything, it was just a glitch the first day.

Then I was told that the catch rate is reduced on the App side in the new update, then I was told, nope, its the same, the catch rate is on the server side.

I hope you can help me with this one!
