The creator of the show has confirmed that one of these men is, in fact, Red John.

Gale Bertram
In 3x24, Strawberrys and Cream Jane kills a fake RJ. Now, who knew where Jane would be? Only Jane's team and Bertram. O'Laughlin didn't knew where Jane was at that moment, he just knew where Hightower was.
So that situation was a Win-Win for the real RJ. He'd kill Hightower and also if things would go wrong, he'd put Jane on a test to see what he could do if he was face to face to him (by sending a fake RJ to the mall).
Taking the premise that RJ isn't one of the Jane's team mates, then Bertram has connections to him. In the scene where he was invited to the mall, after Jane leaves the room, first thing Bertram does is pick up the phone to call someone. So he was calling the real RJ to inform him on the situation.
Besides this, Bertram left before Jane killed the fake RJ. The real RJ was there watching the whole scene. And Bertram left before this scene. Why would RJ(Bertram) leave when he could just see his pet confronting his fake person with seats in the front row? Obviously he isn't him, just a pet of RJ.
It was hinted that he was Red John's CBI mole when, in the third season finale, he was revealed to have been nearby when Todd Johnson was burnt alive.

Bret Stiles - Helps Jane to free Lorelei Martins from a federal prison.

He's shown to be a good whistler, when leaving Lisbon's room in the Hospital. Important because Sophie Miller stated that Jay Roth (Red John) is an excellent whistler.
But he can't be RJ. He's too young to be him, as Rosalind Harker said about the real RJ.
Reede Smith
He reveals the existence of a high powered group of law enforcement operatives to Bob Kirkland, prior to killing him. It's not revealed though if Red John is a member, or if they are tracking Red John. The group uses the words "Tyger Tyger" to communicate.
If he isn't Red John, he has to be his accomplice in the FBI.
Sheriff Thomas McAllister
He's not scared of high places, like the church's deck, but he hates pigeons, and he hunts. He has pointed toe boots like RJ.
