There’s a ton of theories about who “the spies” are. The dumbest one to me is the armorer. Gideon is genuinely shocked when he finds out the mandalorians have banded together, and previously he murdered a lot of her followers. It would ruin a lot of the show and really make it a stretch to believe she was supporting him.

My theory is that the spies are the refugees they “found” who conveniently can lead them exactly to where they need to go, lead them to the ambush, and conveniently some are too “injured” and are brought directly to the fleet.

If Gideon found these mandalorians, he could convince them of Bo’s betrayal, that she surrendered and abandoned them. He could have used them to teach him how to forge beskar, either through threats to other mandalorian survivors or actual betrayal. Then all he’s gotta do is send them out and have them bring them directly to him. Plus skinny Pete always had a shady background.
